Job Function

To formulate manpower plans for effective utilization of existing human resource capacity and develop and implement strategies that will ensure that the organization has the required skills to meet current and future human resource needs. To provide Talent Acquisition leadership and guidance to Leaders, Hiring Managers and Talent Acquisition staff to drive recruitment.

Responsibilities

Manpower Planning:

  • Develop and implement Manpower planning strategy, policies, procedures and framework in alignment with HR strategy and business objectives.
  • Managing manpower planning process and implementation of the manpower plans.
  • Carrying out organization studies and reviews and work measurements to determining workloads and advice on optimum staffing level requirements.
  • Preparing projections of manpower requirements.
  • Managing the review of the Company's Organization structures and updating approved changes in the structure.
  • Reviewing and advising managers on job description writing for all positions and ensuring they are updated and maintained.
  • Ensures that manpower requisitions and staff movements are in accordance with the approved organization chart and staff establishment. 
  • Develop manpower budget and execution.
  • Develop the section policies and procedures and provide interpretation to staff.
  • Supervise, coach and mentor the staff reports to this position
  • Identify challenges impacting the section talent base and propose the succession planning.
  • Developing job descriptions for new vacancies in coordination with line managers. 

Recruitment and Selection: 

  • Responsible for fulfilment of all vacant positions with best & qualified calibres to match the business operation inquires within local or overseas recruitments, this requests to function on the whole recruitment cycles in professional & timely manners such as manpower planning, CVs screening & short listing, candidates interviewing & completing the hiring processes.
  • Improve departmental procedures, direct the implementation and control of instructions ensuring that all relevant procedural/legislative requirements are fulfilled and quality/cost-effective service is delivered.
  • Prepare recruitment plan along with recruitment calendar to fulfil all vacancies for the Academic year considering all replacement, turnover or new changes within the business structure.
  • Validate selection assessments for all positions’ levels according to the required competencies, to be on line and supported by validating score.
  • Provide professional support and advice on recruitment to line and departments managers, and advise them on the best practices of recruitment and selection, and how will be matching for their inquiries.
  • Recruit, train, motivate and evaluate his team to ensure that the department has the necessary skill base and that staff are optimally motivated and enabled to maximize their potential and contribution to the company.
  • Development and execution of effective multi-market recruiting and sourcing strategies that deliver top-quality talent and meet hiring plans in a timely and consistent approach.
  • Utilization of best practice models, processes and analytics. 
  • Act as an internal consultant to provide consultative perspective on staffing needs and issues and advice on approaches to address. 
  • Develop talent plans and Talent Acquisition strategies, and recommend opportunities to improve achievement of talent goals. Keep current on the success of recruiting efforts and inform pro- active action that may be needed.
  • Understanding of Region/Market/Country talent supply and demand trends and implications for strategy. 
  • Implement process improvements and education initiatives to drive recruiter/hiring manager process effectiveness and efficiency including competency based interview support and training to hiring managers.
  • Development of talent pipelines for critical roles and use of recruitment strategies to ensure job openings are filled with high quality hires with speed.
  • Lead searches for critical and senior Leader roles.
  • Complete any other duties and responsibilities when requested by the management, which are commensurate with this role.  

Experience

  • Minimum of 5 years of Recruitment and Selection, preferably within higher education or large organizations.
  • Strong and advanced knowledge of Selection practices  

Skills

  1. Ability to work under pressure and to deal with different people. 
  2. Ability to analyze the data effectively and maintain confidentiality.
  3. Good knowledge of Oman Labor Law related to the employment, other issues etc.
  4. Leadership and people management skills
  5. Experience in developing and utilizing predictive analytics and statistical modeling is a plus
  6. Excellent communication and computer skills.
  7. Fluent in English and Arabic.

Qualification

  • Bachelor’s degree in human resources management, Business Administration, or related field.
  • Master’s degree or professional HR certification is preferred.
