Job Function

The Senior Civil Engineer plays a crucial role in planning, managing, and overseeing civil engineering projects and maintenance activities within the university’s campus and dormitories. This position ensures that all projects are delivered on time, within budget, and in compliance with quality standards, university policies, and regulatory requirements. The role involves leading project planning, coordinating with stakeholders, monitoring progress, and ensuring the efficient execution of both new construction and maintenance projects. Additionally, the engineer is responsible for optimizing facility maintenance operations and implementing best practices in project and asset management.

Responsibilities


Project Management & Execution:

1. Lead and manage civil engineering projects from inception to completion, ensuring adherence to scope, budget, and schedule.
2. Develop project plans, define deliverables, establish timelines, and allocate resources effectively.
3. Conduct feasibility studies and risk assessments to ensure project viability.
4. Prepare RFPs, review project tenders, and contribute to contract management.
5. Evaluate contractor bids and technical proposals, ensuring alignment with project requirements and standards.
6. Oversee project execution, monitor progress, and resolve any technical or operational issues in a timely manner.
7. Ensure compliance with local regulations, health and safety standards, and university policies throughout the project lifecycle.
8. Manage project documentation, including reports, progress updates, change orders, and closeout procedures.
9. Conduct post-project evaluations to assess performance and identify areas for improvement.
Facility Maintenance & Asset Management:

10. Oversee the maintenance and rehabilitation of campus buildings and infrastructure, ensuring a proactive approach to asset management.
11. Conduct periodic inspections to assess facility conditions and recommend necessary upgrades or repairs.
12. Coordinate with internal departments and external contractors to ensure seamless execution of maintenance activities.


Stakeholder Collaboration & Reporting:

13. Act as a key liaison between the university, consultants, contractors, and regulatory authorities to ensure smooth project execution.
14. Provide technical guidance and support to internal teams, fostering a collaborative work environment.
15. Prepare and present reports on project progress, risks, and budget utilization to senior management.
16. Continuously explore opportunities to integrate sustainable and innovative engineering solutions into projects.

General Responsibilities:

17. Ensure compliance with university policies, industry standards, and best practices in civil engineering.
18. Perform any additional tasks assigned by the Director relevant to the scope of this position.

 

Experience

Minimum of 5 years of relevant experience in construction, project management, and infrastructure development, preferably in a facilities management environment.

Skills

1. Strong project management skills, with experience in planning, execution, and risk management.
2. Expertise in contract management, tender preparation, and tender evaluation.
3. Ability to implement and manage preventive and corrective maintenance programs.
4. Proficiency in construction management software, AutoCAD, and Microsoft Project etc.
5. Excellent problem-solving and decision-making abilities.
6. Strong leadership and stakeholder management skills.
7. Effective communication, reporting, and presentation skills.
8. Ability to work independently, manage multiple projects, and meet deadlines under pressure.
9. Fluency in English
 

Qualification

Bachelor’s degree in civil engineering from an Accredited University
